Brilliant speech by FDR. Some trivia: did you know that on the final rewrite, just before he was to leave the White House for Capital Hill to address Congress, FDR crossed out the word 'history' and replaced it with the 'infamy?' That one word vastly changed the entire feeling of that speech - FDR knew the right word for the right moment.

Historically its been proven that FDR and the military knew an attack was coming, but not WHERE it was coming. It's my opinion that FDR and his advisors felt that either the Philippines would be attacked (which they were) or some other target would be hit, Singapore or some place like that.
What you have with Pearl Harbor is a case of Murphy's Law multiplied. So many mistakes were made by senior officers on the ground in Hawaii as to be almost comical, despite the fact that a War Warning was flashed to the Army and Navy commands in Hawaii a couple of days before the attack...
