My opinion:
I consider the article to be nothing more than a sensationalist's blog. Rather like the spam e-mail about Mars appearing larger than the moon.

Verifiable facts :
The Moon orbits the Earth. It hits apogee ( far point of orbit 405,696 km) once a month and perigee ( near point of orbit 363,104 km) once a month ( 27.321 days) in EVERY lunar orbit. If perigee occurs during a full moon it's usually called a "Hunter's Moon" or "Harvest Moon" and it's somewhat bigger because it IS closer.
