Oregon governor sends out state police to find GOP lawmakers skipping climate vote

Republican lawmakers in Oregon are in hot water after they refused to partake in a historic vote Thursday to implement a cap-and-trade program to help rein in industrial carbon emissions.

Gov. Kate Brown authorized the state police to round up the 12 Republicans who walked out of the Capitol in protest of the bill and bring them back to the Senate floor for a vote. If passed the measure will make Oregon the second state in the country after California to implement such a program.

"It would have been historic for Oregon, historic for the country, and frankly historic for the world," Brown said at a press conference on Thursday. "Unfortunately Senate Republicans failed to show up and failed to do their jobs."

Republicans fled the Senate, some even claiming to the leave the state, refusing to sign off on a bill that would limit emissions and establish pollution permits or "allowances" for each ton of carbon an industry plans to emit.

“After many hours of well-intentioned, respectful negotiations on Wednesday, the Senate has come to an impasse. The Senate Republicans have decided to abandon their duty to serve their constituents and walk out," Brown said. "The Senate Democrats have requested the assistance of the Oregon State Police to bring back their colleagues to finish the work they committed to push forward for Oregonians. As the executive of the agency, I am authorizing the State Police to fulfill the Senate Democrats’ request.

"It is absolutely unacceptable that the Senate Republicans would turn their back on their constituents who they are honor-bound to represent here in this building. They need to return and do the jobs they were elected to do.”

Republican representatives pushed back on the governor's reprimand.

“Protesting cap-and-trade by walking out today represents our constituency and exactly how we should be doing our job,” Senate Republican Leader Herman Baertschiger Jr., of Grants Pass, said in a statement Thursday morning. “We have endured threats of arrest, fines and pulling community project funds from the governor, Senate president and majority leader. We will not stand by and be bullied by the majority party any longer."

Republican senators threaten lawsuit in climate standoff

SALEM, Ore. – Republican state senators in Oregon continued to engage in a high-stakes game of brinksmanship Friday with Democratic lawmakers, saying they are prepared to sue if the Senate president goes through with her threat to impose a $500 fine for each day they delay a vote on a landmark climate plan that would be the second of its kind nationwide.

“We will file legal action,” said Sen. Tim Knopp, a Republican from Bend who has said he has been in three states in the past three days. “If they were trying to bring us back, threatening to arrest us and impose fines isn’t going to work.”

‘Possible militia threat’ shuts down Oregon statehouse amid walkout


SALEM – The president of the Oregon Senate ordered the state Capitol to close on Saturday due to a “possible militia threat” from right-wing protesters as a walkout by Republican lawmakers over landmark climate change legislation dragged on.

Republican state senators fled the Legislature – and some, the state – earlier this week to deny the majority Democrats enough votes to take up the climate bill, which would dramatically reduce fossil fuel emissions by 2050. It would be the second program of its kind in the nation after California, if passed.

Gov. Kate Brown then dispatched the state police to round up the rogue lawmakers, but none appeared in the Capitol on Friday and the stalemate seemed destined to enter its third day with a week left in the legislative session.

Right-wing groups posted their support for the GOP lawmakers Friday on social media – in one instance offering to provide escorts should the state police come for them.

A group of local Republicans was set to protest inside the Capitol on Saturday when lawmakers were present, and anti-government groups threatened to join, prompting the Statehouse shutdown.

One of the groups, the Oregon Three Percenters, joined an armed takeover of the Malheur National Wildlife Refuge in 2016. Dozens of people occupied the remote Oregon refuge for more than a month to protest federal control of Western lands. The standoff began to unravel when authorities fatally shot the group’s spokesman and arrested key leaders as they headed to a community meeting.

Oregon Republicans Get the Hell Out of Dodge, Scuttling Ruinous Cap-and-Trade Bill

Being a Republican or conservative in Oregon can be tough. There’s usually not much to cheer about. State government is controlled by hard leftists repeatedly voted in or reelected by a Democratic Socialist base centered in “progressive” population centers.

But a few good Republican senators fought back the only way they could when a ruinous cap-and-trade bill moved dangerously close to passage at the hands of the state’s one-party ideologues.

They got the hell out of Dodge. As PJM's Jeff Reynolds reported:

Oregon's Republican senators, for a second time, have refused to show up for the current legislative session in Salem, denying a quorum and grinding the legislature's business to a halt.

The issue at hand is HB 2020, the cap-and-trade bill that threatens to cripple Oregon's economy. A vote was scheduled for the morning of June 20, but the GOP senators walked out after 10 hours of negotiations with the governor. Senate rules require 20 members be present for a quorum, but there are only 18 Democrats. They would need two Republicans to agree to return.

The larger picture, however, is a Democratic supermajority that has failed to deal with Republicans in good faith, despite promises to work together on legislation.

The senators’ absence at the end of the current legislative session deprived the Democrat-dominated statehouse of a constitutionally-required quorum, thereby rendering the euphemistically-titled “Clean Energy Jobs Bill” dead in the water

Oregon Senate Republicans Walk Out to Deny Quorum Over Cap-and-Trade Bill

On Monday, the Oregon Senate was scheduled to convene at 11 a.m. to conduct business in the short legislative session. Of the twelve Republican senators, eleven failed to attend, denying quorum and grinding the business of the Senate to a halt. Senate Minority Leader Herman Baertschiger (R-Grants Pass) blasted the President of the Senate for rigging the vote to move the bill out of the Ways and Means Committee for a vote on the floor.

This marks the third time in less than a year that Senate Republicans have blocked priority legislation of the Democrats by denying quorum. Oregon's Democrats enjoy an 18-12 supermajority in the chamber (and a 38-22 supermajority in the House). Last summer, the Republicans walked out twice, once to block severe gun-control bills and a greatly expanded vaccine mandate, and again to block cap and trade.

Oregon Democrats have made cap and trade their highest priority, and entered both legislative sessions confident that the supermajorities would mean smooth sailing for their agenda.

Baertschiger's full statement reads:

Today, Senate President Peter Courtney (D-Salem) used partisan politics on the Joint Ways and Means Committee, the most powerful budget committee in the legislature, to move SB 1530 out of committee. He rigged the vote by joining the committee in an unprecetented move and cast his “yes” vote to get cap and trade out of committee.

Senate Republican Leader Herman Baertschiger, Jr. (R-Grants Pass) released the following statement:

“Senator Courtney’s actions leave no other option for Senate Republicans but to boycott and deny quorum because cap and trade is on the way to the Senate floor. Democrats refused to work with Republicans and denied every amendment that was presented. Pay attention Oregon – this is a true example of partisan politics. Instead of referring this legislation to let the people decide, the Democrats are willfully ignoring 26 counties and one district, representing nearly 2 million Oregonians that have signed proclamations against cap and trade, to push their agenda.”

Senate Minority Leader Gives Fiery Update

House Minority Leader Christine Drazan (R-Canby) made this statement in announcing that House Republicans would also deny quorum, halting business completely in Salem:

"From the first day of this short session it has been clear that Governor Brown and the majority party have not had an interest in respecting the legislative process and have repeatedly refused to compromise. Each and every amendment we offered on Cap and Trade in committee has been rejected. I had remained optimistic up until yesterday that a compromise could be reached. Unfortunately, our attempts to achieve a bipartisan consensus that would take into account the views of all Oregonians were denied. Oregon House Republicans are taking a stand, with working families, in opposing Cap and Trade and this rigged process. We will continue to keep all lines of communication open.I call on Governor Brown and the majority party to refer Cap and Trade to the people. "
