Tails (Debian Linux)? Yeah, it's Swiss cheese. I'm sure the Storm Troopers swept the walkways & oiled up the hinges for the back doors into Tails since it is rumored to be part of the tech used by Snowden to wreak havoc on their sorry butts.

You can use almost any liveCD for linux to achieve the same thing, but it will take a bit more set up.

This is a classic security distribution http://www.backtrack-linux.org/

You can install almost any CD ISO to a USB stick with http://unetbootin.sourceforge.net/

Basically download https://www.torproject.org/projects/torbrowser.html.en once you are booted up in the livecd and you will have TOR-ified browsing with no further setup.

Yes and that may be more secure than TOR is which could very well be run by the feds!
