As it's unlikely an explanation will be forthcoming, while what he said may seem odd, as I see it the possibilities as to the whys & wherefores involved are limited:

It's either wishful thinking on his part (& on the part of all too many of his ill-begotten not-at-all benign ilk on the far-out Left)

OR, more sinisterly

The current 'security' adviser to the current (ostensible & outgoing) 'president' knows something.

They've desperately wished for one specific something outcome, but if wishes made things so, it'd have occurred before history was made on election day 2024.

It's said third time's a charm - Rather than rely simply on an old saying, the Deep State apparatus may well have decided to make their own luck this time around -

"Let's get it right. Nail it down. Take no chances. Screw the wishes of a majority of the American electorate. We don't want to leave and we don't intend to leave."

They just don't want something to happen, they need it to happen! The needs of the few far outweigh the wants & needs of We The People. It's as simple as that.
